supplemental appropriations for the expenses of state government and           
making and amending appropriations; ratifying certain state                    
expenditures; and providing for an effective date was read the                 
second time.                                                                   
                                                                               
Senator Frank moved and asked unanimous consent for the adoption               
of the Finance Senate Committee Substitute offered on page 3092.               
Senator Duncan objected, then withdrew his objection.  There being             
no further objections, SENATE CS FOR CS FOR HOUSE BILL

statutes and the office of management and budget that no pending               
issues exist on the payment of attorney fees, including any interest           
on those fees, in the following cases involving the state in which
